PURPOSE:

City Council is being requested to approve the award of Contract 2018-031 to Recreational Ventures, Inc. (dba Court One) for the renovation of seven community tennis sites for the Parks and Recreation Department of the City of Greensboro.

 

BACKGROUND:

Funding for improvements to City-wide community tennis courts was included in the 2016 voter-approved Parks and Recreation Bond package. Execution of this contract allows for reconstruction, renovation, and ADA accessibility improvements to be made at Peeler Community Park (2 courts), Smith Community Park (2 courts), Woodlea Acres Park (2 courts), Dudley High School (8 courts), and Page High School (8 courts). In addition, included in the contract is the resurfacing and renovation of existing tennis courts located at Lake Daniel Park (3 courts) and Sunset Hills Park (1 court).

 

Currently, the Parks and Recreation Department does not have any outdoor pickleball courts and, as such, three sites have been identified for either conversion to pickleball or adding additional lines for dual tennis/pickleball use. Smith Community Park currently has two outdoor tennis courts that will be converted to six outdoor pickleball courts. Woodlea Acres Park has two tennis courts that will be converted to four outdoor pickleball courts. The Lake Daniel Park resurfacing project will also include the addition of pickleball lines for dual use.  Peeler Community Park will have one tennis court and one multisport court, as defined in the approved master plan for the site. These improvements will allow for increased local play and programming opportunities at the revitalized courts throughout the community and are in keeping with growing national and local interest in pickleball.

 

The project was bid on June 12, 2018 and no bids were received. A second rebid was completed on June 26, 2018 but only one bid was received and per statues could not be opened. A third rebid was held on July 10, 2018 and one bid for $1,446,720.00 was received from Recreational Ventures, Inc. (dba Court One).

 

The M/WBE Office reviewed the documentation submitted by Recreational Ventures, Inc. (dba Court One) to determine compliance with the City of Greensboro M/WBE Program Plan. The M/WBE Goal Setting Committee established contract specific goals of MBE 5% and WBE 5%. Recreational Ventures, Inc. (dba Court One) and documentation provided by Recreational Ventures, Inc. (dba Court One) met the establish goals. See attached letter from the MWBE Office.

 

BUDGET IMPACT:

The total project cost is $1,446,720.00. Funding for this contract is budgeted in account 482-5001-04.6019.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the award of the contract to Recreational Ventures, Inc. (dba Court One) for the renovation of community tennis court sites for the City of Greensboro’s Parks and Recreation Department, Contract 2018-031, in the amount of $1,446,720.00.
