PURPOSE:

To amend Chapters 16 and 18 of the Greensboro Code of Ordinances to address concerns about blocking street and sidewalk access, solicitation in public parking facilities, and harassment in public spaces.

 

BACKGROUND: On April 24, 2018, the Greensboro City Council repealed Chapter 20: Peddlers, Solicitors, etc., commonly referred to as the Panhandling Ordinance and enacted the Aggressive Solicitation Ordinance.  On May 15, 2018, City Council reconsidered its vote on the Aggressive Panhandling Ordinance and began the process of gathering information from various stakeholders about what type of governance, if any, would be appropriate for this issue. Concerned citizens spoke at City Council meetings, and the City held 5 public forums to gather input. 

 

The proposed ordinance amends Chapters 16 and 18 of the Greensboro Code of Ordinances to address concerns about blocking street and sidewalk access, solicitation in public parking facilities, and harassment in public spaces.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council pass the ordinance amending Chapters 16 and 18 of the Greensboro Code of Ordinances.
