PURPOSE:
The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Black and Veatch, Inc. to provide services for a Capacity Study Project. City Council approval of a contract in the amount of $969,176 is requested.

BACKGROUND:
On November 28, 2017, the Water Resources Department issued a Request for Qualifications (RFQ) for a Capacity Study Project. Four firms submitted proposals by the January 18, 2018 deadline. The firms who submitted a proposal were Black and Veatch, CDM Smith, Santec, and Hazen & Sawyer. A selection committee comprised of internal and external representatives evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on transmittal letter, description/understanding of the scope of services, experience/qualifications of company and personnel/staff, references, and proposed M/WBE participation. The proposal submitted by Black and Veatch, Inc. received the top score for the Capacity Study Project.

The professional services of Black and Veatch, Inc. will be utilized to evaluate the overall water and wastewater capacity for the City of Greensboro. Water utilities periodically assess their capacity to serve future growth and plan improvements to meet those demands. The professional services team will include Black and Veatch, Inc., along with several sub-consultants. CriTek Engineering Group and John Davenport Engineering are local MBE firms and their utilization is 6% and 6% respectively, for a total MWBE utilization of 12% of the contract amount.
