PURPOSE:
A budget ordinance is needed to increase the budget for the amended agreement with NCDOT for the Pisgah Church Road/Lees Chapel Road and Yanceyville Street Sidewalk Project (EL-5101 DL).

BACKGROUND:
Project EL-5101 DL Transit Oriented Sidewalks is funded by federal funds allocated through the Transportation Advisory Committee in cooperation with the NCDOT and transportation bond funds provided by the City of Greensboro. Design and right-of-way activities carried out under the agreement are currently nearing completion.

The amended Municipal Agreement adds construction funding for Pisgah Church Road / Lees Chapel Road from Battleground Avenue to Brightwood School Road; and Yanceyville Street from Bessemer Avenue to Lees Chapel Road. The agreement also corrects an error in the Yanceyville Street project description.

This amended Agreement defines the cost, and construction responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements for the construction phase of the project. NCDOT will reimburse 80% of construction costs up to $4,426,000.

BUDGET IMPACT:
The attached ordinance will increase funding for project EL-5101 DL as follows:

$4,426,000 Federal Funds (80%)
$1,106,500 2008 Transportation Bond Funds (20%)
$5,532,500

Funding for the local match will come from 471-4502-15.6401. A budget adjustment is required to move funds into the appropriate account.
