PURPOSE:

The Water Resources Department is requesting approval to enter into a professional services contract with Arcadis G&M of North Carolina, Inc. to provide force main condition services to investigate critical force mains in the City’s sanitary sewer system.

 

BACKGROUND:

The professional services of Arcadis G&M of North Carolina, Inc. will be utilized to continue with the City’s asset management program to investigate the condition of its critical assets that pose significant risk to the environment and public if a failure were to occur. The project will assess condition and will support decision-making for future work to repair, replace, or rehabilitate these assets. 

 

Arcadis G&M of North Carolina, Inc. will utilize ultrasonic and broadband electro-magnetic technologies to collect assessment data and analyze force main condition data for recommendations to support City staff with the decision-making process on whether these critical assets should be repaired, replaced, rehabilitated, or monitored further. The force mains that will be assessed include Horse Pen Creek, the North Buffalo Transfer main, and Bledsoe force main. The force mains are critical assets with a high likelihood for failure based on age, historical break data, and operational data.  Furthermore, these force mains have high consequences of failure because of the location of the force mains and lack of redundancy.

 

Arcadis G&M of North Carolina, Inc., an on-call consultant with the Water Resources Department was selected for this project based on their experience and success in providing sanitary sewer projects for the Department and for their expertise in condition assessment. Arcadis will engage Pure to conduct their Smartball investigations to identify air pockets, which are locations of accelerated corrosion, of all three force mains. Arcadis will interpret the Smartball findings and suggest changes to the planned excavation locations. Pure’s work represents 62.5% of the contract amount. CriTek Engineering Group, P.C., a local MBE firm, will be performing 1.4% of the total contract amount. CriTek will perform 5% of the engineering services, while remaining costs are incurred with the specific testing technologies.

 

BUDGET IMPACT:

Funding for this project is budgeted in Water Resources Enterprise Fund account 501-7081-01.5413 in the amount of $360,000.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council approve the contract with Arcadis G&M of North Carolina, Inc. for Force Main Condition Assessment services in the amount of $360,000.
