PURPOSE:

The Greensboro Parks and Recreation Department has received a Land and Water Conservation Fund (LWCF) reimbursement grant from the North Carolina Department of Natural and Cultural Resources, in the amount of $250,000 to support Keeley Park Phase II development. To add the matching funds to the account, a budget amendment is requested from Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:

The Greensboro Parks and Recreation Department has received a LWCF agreement from the North Carolina Department of Natural and Cultural Resources (DNCR) to continue the park development at Keeley Park. LWCF was established by Congress in 1964 to fulfill a bipartisan commitment to safeguard our natural areas, water resources and cultural heritage, and to provide recreation opportunities to all Americans.

The funds provided will reimburse the City of Greensboro for the project scope of work that includes: Fitness/shade structure, cornhole courts (4), open space area, bike trails (beginner - 4292 LF), shelter with picnic tables (3); shelter with restrooms (1), trails (3085 LF), playground renovation for inclusive play, splash pad renovation with shade structure, community garden renovation with raised beds, disc golf course (nine holes), site amenities (trash receptacles, signage), site prep (clearing, grading, landscaping, erosion control), utilities (water, septic, electricity), contingency, and planning.

The City Council previously approved the acceptance of the grant and grant account set-up at the June 19, 2018 meeting.  This ordinance request will allow for the matching funds of $250,000 to be allocated.

BUDGET IMPACT:

This requested action will have no adverse impact on the City of Greensboro budget.  The total project is $1,485,865 and is available in account number 482-5001-08 with associated budget adjustment. The grant award of $250,000 requires a $250,000 match and the ordinance will allow funds to be appropriated with account number 220-5089-01.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council adopt the attached budget ordinance transferring funds to allow for the matching funds of $250,000 to be utilized for the grant award from the Land and Water Conservation Fund (LWCF) reimbursement grant from the North Carolina Department of Natural and Cultural Resources.
