PURPOSE:

The North Carolina Department of Transportation has awarded the City the FY 2018-2019 Federal Transportation Planning Grant Funds on behalf of the Greensboro Urban Area Metropolitan Planning Organization.  A budget ordinance needs to be approved by City Council to permit the expenditure of funds. 

 

BACKGROUND:

As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL).  These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning related activities, which support the MPO’s Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2018-2019 Unified Planning Work Program on March 28, 2018 based on a funding availability statement provided by NCDOT.

 

BUDGET IMPACT:

Transportation planning related activities in support of the MPO’s Unified Planning Work Program will be funded as follows:

 

$430,108 - State Grant (80%)

$107,527 - Local In-Kind Services (20%)

$537,635

 

The proposed budget includes $340,674 in personnel & benefits, $89,434 in management /operations, $0 in capital equipment expenses, and $107,527 in in-kind services.  These funds will be budgeted in 220-4540-01.

 

RECOMMENDATION / ACTION REQUESTED:

Transportation Department recommends and requests adoption of the attached budget ordinance establishing funding in the amount of $537,635 for the FY 18-19 Transportation Planning Grant.
