PURPOSE:

The City of Greensboro, City of High Point, and Guilford County have collaborated to compile a comprehensive inventory of parks, trails, and amenities in a free park locator app, Piedmont Discovery. Piedmont Discovery app allows area residents and visitors to find parks, trails, and amenities near them. Collectively, the entities will promote close-to-home opportunities to exercise and experience nature for the community’s physical and mental well-being.

 

BACKGROUND:

The Piedmont Discovery mobile application is designed to provide a single source of information across multiple governmental jurisdictions for locating a park or trail based on the amenities of the features.  The Piedmont Discovery stakeholders believe this is the only effort of its kind that covers a multi-jurisdictional area that is also available on both the iOS and Android mobile platforms.

 

The application wireframe has been completed and the application development will begin in late July 2018 with expected completion by October 2018. The testing phase will last up to six months and is described as a trial period in which beta users work with application developer (Greensboro GIS) to make edits to the application. The public launch will directly follow the testing phase in coordination with targeted marketing efforts by participating entities. All new entities must wait one year after the public launch to join Piedmont Discovery.

 

The Interlocal agreement includes the details of the Piedmont Discovery Advisory Board, application, growth and incorporation of other entities, timeline, financial obligations and amendments.  The agreement has been reviewed by Legal Departments in Greensboro, High Point, and Guilford County. High Point’s Parks and Recreation Commission and City Council have approved the agreement and Guilford County is upcoming.

 

The Parks and Recreation Commission unanimously supported the City entering into this Interlocal agreement at its May 9, 2018 Commission meeting. Pursuant N.C. General Statute, 160A-461 et seq., City Council approval is required in order for an agreement between local government entities to be executed.

BUDGET IMPACT: Completion of the application will be $10,000 and funding will be equally split between account numbers 682-0720-02.5413 and 101-5022-50.5410. The City of High Point and Guilford County are contributing $3,000 each towards marketing and events.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Parks and Recreation Department that the City Council approve the attached resolution authorizing the City Manager to execute an Interlocal agreement involving the City of Greensboro, City of High Point, and Guilford County for the Piedmont Discovery Interlocal Agreement.
