PURPOSE:
The bids for Contract 2017-014A for the T.Z. Osborne Water Reclamation Facility Improvements Project have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Laughlin-Sutton Construction Company in the amount of $3,612,000.00.
BACKGROUND:
This work consists of site work, demolition, ash clarifier, ash pump station, belt filter press, conversion of rotary fan press, pumps, flowing metering, piping; and related civil, process mechanical, structural, HVAC, electrical and instrumentation work. The bids for this project were opened on June 19, 2018 and the apparent lowest, responsible bidder is Laughlin-Sutton Construction Company (Browns Summit, NC) with a bid of $3,612,000.00.
The M/WBE utilization goal was MBE 4% and WBE 4%.
The contractor's commitment is MBE 0.68% and WBE 1.35%.

BUDGET IMPACT:
Funds in the amount of $3,612,000.00 for this construction contract are budgeted in the Water Resources Capital Improvement Fund account 503-7028-06.6019.
