PURPOSE:
The Parks and Recreation Department seeks to apply for a matching grant for Outdoor Recreation Legacy Partnership Program (ORLP) for the Peeler Community Park. The ORLP grant requires a dollar-for-dollar match, which is available in the existing 2016 Bond funds. City Council approval is required for this matching grant, which has an application deadline of August 14, 2018.

BACKGROUND:
The Park and Recreation Department has an opportunity to apply for additional funding for the phased development of the Peeler Community Park Master Plan. A grant opportunity has been identified through ORLP. This is a nationally competitive grant program funded through the Land and Water Conservation Fund. The federal funds are used to help create and improve state and locally-owned park and other outdoor recreation areas in ways that will help the public to access or re-connect with the outdoors.

The Parks and Recreation Department has completed the master plan for the Peeler Community Park and approval of this plan is associated with agenda item #18-0401. The grant request will be an additional $600,000 for the Peeler Community Park and would allow for phased development of the master to be completed.

From August 14, 2018 through September 13, 2018, the NC Division of Parks and Recreation will review and rank all statewide applications and select the three highest ranking applications. The National Parks Service may award 25-35 projects among all 52 states due to range of grant requests. The National Parks Service anticipates initial selection of projects by March 1, 2019
