PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan Annual Action Plan on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties. The Annual Action Plan is due to HUD by July 15, 2018 after City Council approval.

BACKGROUND: The Annual Action Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 2018-2019 from the following sources:

HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($4,552,209)
Community Development Block Grant (CDBG): $2,161,061
Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $177,564
Housing Opportunities for Persons With AIDS (HOPWA): $419,625
Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:
Greensboro: $1,210,357
Burlington: $279,704
Guilford County: $163,078
Alamance County: $140,820

Proposed Uses of HUD Funds and Estimated Program Income:
Section 108 Loan Re-payment: $737,709 (principal and interest - CDBG)
Program Administration: $553,247 CDBG & HOME ($432,212 CDBG; $121,035 HOME)
