PURPOSE:

The purpose of this resolution is to establish program policy for Participatory Budgeting in Greensboro and to create a Participatory Budgeting Commission.

BACKGROUND:

At the April 24, 2018 City Council work session, Staff presented an update on the Participatory Budgeting Program. As part of this presentation, recommendations from the current Participatory Budgeting Steering Committee and from City Staff were presented to Council. One of the main recommendations made by the Steering Committee was the creation of a Participatory Budgeting Commission that would replace the existing Committee. The proposed Commission would consist of up to ten (10) members with up to two (2) members from each Council district. The proposed resolution establishes a new Participatory Budgeting Commission and outlines policy for the program going forward.

BUDGET IMPACT:

All funding for the program will be established in the annual budget as approved by City Council.

RECOMMENDATION / ACTION REQUESTED:

Staff respectfully recommends adoption of the proposed resolution.
