PURPOSE:
The Interlocal Water and Sewer Agreement between the City of Burlington and the City of Greensboro terminates on June 30, 2018. The purpose of this item is to extend the agreement for a term of ten years to June 30, 2028.

BACKGROUND:
The City of Burlington and City of Greensboro originally entered into a water purchase agreement in May of 2002. This agreement formed the basis for the interconnection of the two water and sewer systems of the respective communities. The original agreement obligated the City of Greensboro to purchase not less than 2 million gallons per day and not more that 5 million gallons per day, and provided that the City of Greensboro would accept sewage flows from the Burlington system of up to 1 million gallons per day. The contract was effective from July 1, 2004 to July 1 2013.

In 2013, the agreement was renewed for a five-year term, and terminates on June 30, 2018. The renewed agreement reduced the City of Greensboro's minimum purchase to 1.5 million gallons per day, and reduced the maximum sewage flows from the City of Burlington to up to 900,000 gallons per day.

This agreement serves as an important backup system to the water and sewer resources of both communities and is recommended to be renewed for a ten-year term to terminate on June 30, 2028 with the same terms agreed upon in the last renewal. This matter was considered and adopted by the City of Burlington on June 5, 2018.

BUDGET IMPACT:
The water purchases are estimated at $1.9 million per year. This purchase is budgeted in the proposed FY 2018-2019 Water Resources Operating Budget and Water and Wastewater Rates.
