PURPOSE: As a condition of receiving fiscal year 2018-2019 federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties by July 15, 2018 after City Council approval.

 

BACKGROUND: The Annual Action Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using the anticipated FY 2018-2019 awards.

 

CDBG Funding for the City of Greensboro ($2,311,061)

$2,161,061 HUD funds; $150,000 estimated program income

 

Proposed Uses of CDBG Funds:

Section 108 Loan Re-payment: $737,709 (principal and interest)

Program Administration: $432,212

Fair Housing Activities: $18,500

South Elm Street Economic Development: $180,000

Citywide Housing Rehabilitation Program: $446,510

Homelessness Prevention: $176,130

Homebuyer Education and Counseling: $100,000

Redevelopment Area Activities: $220,000

 

BUDGET IMPACT: $2,311,061 in new federal HUD grant funds and an estimated $150,000 in program income will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.

 

RECOMMENDATION / ACTION REQUESTED: Request that Council conduct a public hearing to receive comment on the proposed FY 2018-2019 Annual Plan application and adopt the attached resolution to authorize submission of federal program plans and funding application to HUD.
