PURPOSE:
Water Resources is requesting a contract change order to Contract 2017-5237 related to the sludge dewatering contract to provide additional dewatered residuals removal within the raw water basin located at Air Harbor Road for the Water Resources Department. In order to provide the additional services, approval for a contract change order is requested.

BACKGROUND:
The City authorized contract 2017-5237 for $917,400 with Synagro South, LLC. To provide sludge dewatering services at the Townsend Water Treatment Plant. The contractor removes sludge residuals which are a byproduct of the water treatment process. The residuals build up over time and have to be dewatered and removed annually in order to maintain adequate storage volume in the lagoon and support permit compliance with state water quality regulations. This Change Order No. 1 includes additional dewatering residual removal efforts at the raw water basin located at Air Harbor Road for the Water Resources Department. On the original contract, Synagro proposed to subcontract 0.30% to a MBE firm and 1.20% to a WBE firm. For the change order, Synagro proposed to subcontract 3.5% to a MBE firm and 3% to a WBE firm for a total MWBE participation of 0.95% MBE and 0.98% WBE.

BUDGET IMPACT:
Funding is budgeted in the Water Resources Enterprise Fund account 501-7025-01.5627 in the amount of $200,000.
