PURPOSE:
The City of Greensboro is the grantee for the federal Housing Opportunities for Persons with AIDS [HOPWA] program grant serving Guilford, Randolph, and Rockingham Counties. Central Carolina Health Network has been selected by the State of North Carolina to administer state and federal HIV/AIDS funding for our region. City Council approval is requested to execute a professional services agreement for $370,437 with Central Carolina Health Network for HOPWA grant administration and services.
BACKGROUND:
The Department of Housing and Urban Development notified the City of Greensboro in 2011 that Guilford, Randolph and Rockingham Counties are eligible to receive Housing Opportunities for Persons with AIDS (HOPWA) grant funds. Eligibility was based on HIV/AIDS incidence data from the Center for Disease Control. The HOPWA grant addresses the housing needs of low-income persons living with HIV/AIDS, primarily through tenant based rental assistance and short term housing, mortgage and utility assistance. In accordance with federal statute, Greensboro, as the most populous city, is the designated HOPWA grantee. In the lead role, Greensboro is responsible for ensuring that funds are used in compliance with federal regulations and for ensuring that all monitoring and reporting is performed.
In August 2016, the State of North Carolina issued a Request for Applications for HIV Patient Management Model Networks of Care asking for regional HIV/AIDS services agencies to align themselves in a services network under one administrative organization for HIV/AIDS pass through funding. Region 4 covers the counties of Alamance, Caswell, Guilford, Montgomery, Randolph, Rockingham and Stanly. Central Carolina Health Network, and partnering agencies, was the sole applicant and has been designated the regional lead agency through June 30, 2019. It is in the City of Greensboro’s interest to maintain the collaborative network model established by the State of North Carolina and utilize CCHN as a unique provider in the network administrator role for the HOPWA funds for 2018-2019. Administrative funds are limited to 7% of the grant amount. The M/WBE Office has determined that the contract is for administration and direct services provision and there are no M/WBE goal areas to be met.
BUDGET IMPACT:
City Council has approved the budget ordinances establishing the HOPWA appropriations for the life of the grants.

RECOMMENDATION / ACTION REQUESTED:
The Neighborhood Development Department recommends the contractual relationship and requests City Council to authorize the City Manager to execute a professional services agreement with Central Carolina Health Network for $370,437.
