PURPOSE:

City Council is requested to consider updates to the Lead Safe Housing Program guidelines to bring it into conformance with the new Lead Based Paint Hazard Control and Healthy Homes Grant Program.

BACKGROUND:

The City was awarded a fifth Lead Based Paint Hazard Control and Healthy Homes Grant from the U.S. Department of Housing and Urban Development.  Updates to the existing Lead Safe Housing Program guidelines are necessary to bring the program into conformance with the new grant terms and conditions and begin construction. Specific changes include: Updating the grant limits for assistance due to increases in construction costs, and adding language for Healthy Homes Supplement grant assistance and addressing housing units in Guilford County referred by the Guilford County Health Department for children with elevated blood lead levels.  The existing Lead Safe Housing Program section in the Rehabilitation Program guidelines will be updated with the amended program language.

BUDGET IMPACT:

No budget impact.

RECOMMENDATION / ACTION REQUESTED:

City Council is requested to approve an amendment to the Lead Safe Housing Program guidelines to be incorporated into the existing Rehabilitation Program guidelines.
