PURPOSE:
A resolution is needed to authorize the City to enter into a contract with Clark Patterson Lee to conduct architectural/engineering design services for the J. Douglas Galyon Depot GTA Ticketing, Call Center, and Waiting Area Improvements.

BACKGROUND:
On November 19, 2017, a Request for Qualifications (RFQ) was advertised to select a consulting firm with expertise and demonstrated experience with municipal architecture, engineering, permitting, and interior space planning for a bus transportation passenger facility.

Four firms responded to the RFQ: Clark Patterson Lee, Lindsey Architecture, Shermin Ata Architect PLLC, and Talmage Payne with PNP Design Group, PLLC. Three firms formally interviewed for the project: Clark Patterson Lee, Lindsey Architecture, and Shermin Ata Architect PLLC; Talmage Payne declined the interview and further consideration in the project due to existing workload. A committee evaluated and scored the proposals and interviews and recommended the selection of Clark Patterson Lee, with a local office in Greensboro. The project scope includes improvements to the Customer Service and Waiting areas, improvements to the Driver's Lounge facilities, provision of office space and a public meeting room, structural modifications, and updates to interior signage. Construction will be phased in order to avoid any disruption of services. The contract amount is $145,000.

Federal transit grants require participation with Disadvantaged Business Enterprises (DBE). Clark Patterson Lee committed to a 20% DBE participation, exceeding the 5% DBE goal set for this project.
