PURPOSE:
The Water Resources Department is requesting approval of a service contract with Hazen and Sawyer, PC to update the Water Resources Department Electrical Safety Program. In order for the work to commence, approval of a service contract with Hazen and Sawyer, PC is requested.

BACKGROUND:
Occupational Safety and Health Administration (OSHA) requires employers to provide a safe work environment for all employees. To that end, in 2013, Water Resources utilized the professional services of on-call consultants to perform a department-wide electrical arc flash study. The study entailed the identification and labeling of hazardous electrical equipment in accordance with the National Fire Protection Agency (NFPA) 70E standard. OSHA standards also require periodic assessments/studies (i.e. every 5 years) be performed to ensure all systems are in compliance with the most recent NFPA 70E electrical standard.

Hazen and Sawyer, PC will provide the following professional services: (1) establish electrical arc flash study procedures and requirements, (2) establish / update electrical safety related design standards, (3) establish / update electrical safety standard operating procedures, and (4) perform department-wide arc flash studies and labeling in accordance with NFPA standards.

A minimum of 13% of the work will be performed by SAMR, a local MBE company.

BUDGET IMPACT:
Funding for this project is budgeted in the following Water Resources Enterprise Fund accounts in equal disbursements of $50,000 each from accounts 501-7056-01.5413, 501-7023-01.5413, and 501-7071-01.5413 for a total contract amount ...
