PURPOSE:
A budget ordinance needs to be approved to establish the budget for a Municipal Agreement with NCDOT for the Meadowview Sidewalk and Bike Lanes Project (EB-5878).

BACKGROUND:
Project EB-5878 will construct new sidewalk, repair and upgrade existing sidewalk and pedestrian crossing facilities, and improve the bicycle lane configuration on both sides of Meadowview Road from Randleman Road to Elm-Eugene Street. The project will improve pedestrian safety, accessibility, and mobility, and connect residents to transit and retail businesses. NCDOT agreed to reimburse the City for 80% of eligible design, right-of-way, and construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process. Construction is currently scheduled for FY 2021.

The Municipal Agreement provides for completion of the project within 5 years from the date of execution of the municipal agreement. The Municipal Agreement defines the cost, and the design, right-of-way and construction responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements.

BUDGET IMPACT:
NCDOT will reimburse 80% of project costs up to $455,000. A required local match of 20% of the project costs estimated at $114,000 will come from 2008 bond fund account 471-4502-15. Total project funding is as follows:

$455,000 Federal Grant (80%)
$114,000 Local Bond Funds (20%)
$569,000

A budget adjustment is required to move funds to the appropriate account.
