PURPOSE:
The City of Greensboro has received grant funds from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2018 FTA Congestion Mitigation Air Quality (CMAQ) Grant. A budget ordinance must be approved to allow the expenditure of funds.

BACKGROUND:
The CMAQ program funds transportation related environmental projects for areas in nonattainment or maintenance for ozone, carbon monoxide, and/or particulate matter. The City of Greensboro received $3,854,000 in CMAQ funds to be used to support the purchase of six (6) 40 foot zero emission electric buses that will be used in GTA's fixed route service.

These funds are comprised of the City's FY2018 CMAQ funding of $1,908,000 and FY2019 CMAQ funding of $1,946,000 that was made available in FY2018. These funds will be used to replace six (6) buses that have exceeded FTA's useful life standards in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a heavy duty fixed route bus. GTA has estimated $350,000 per bus savings in fuel and maintenance over a ten year period.

The City awarded a contract to Proterra Inc., after a competitive bid process, on January 1, 2018. This contract extends to September 30, 2022. The City will purchase these six (6) replacement buses off of this contract with Proterra, Inc.

BUDGET IMPACT:
The City has been awarded federal funds in the amount of $3,854,000. The City will be required to provide local matching funds in the amount of $680,118. These funds will come from Transportation Bond account 481-4531-01.6567. The total project funding is as follows:
