PURPOSE:
The Water Resources Department requests City Council approval to authorize an adjustment of $71, 065.39 in the name of Four Seasons Industrial Service, LLC on account number 420-0168.300. This was a bill for sewer discharge at 519 Patton Avenue. In accordance with Article IV Section 2-103 (Refunds, rebates by director of finance to correct errors) of the City Code of Ordinances, City Council approval is required for billing refunds that exceed $20,000.

BACKGROUND:
A bill was generated in the amount of $71,065.39 for sewer discharged at 519 Patton Avenue by Four Seasons Industrial Service, LLC. The dates of the surcharge were from September 16th to October 23rd in 2002. This was the final bill for Four Seasons as they moved out of the property and Shamrock Environmental began operations the following month. This bill was never paid; therefore, by City of Greensboro Charter, it became a lien on the property. The current owners questioned the outstanding balance and Water Resources investigated the circumstances of the bill. A letter was found inquiring as to the accuracy of the sewer discharge meter. It was also determined that the discharge sewer meter was malfunctioning and giving erroneous readings after the time Four Seasons moved. Lastly, it appears that Four Seasons did not discharge sewer in their final month before leaving the property. In consideration of these factors, Water Resources is requesting that a credit of $71,065.39 be given to remove the lien from the property.
