PURPOSE:
The Greensboro Police Department and City Finance wish to amend a previous budget ordinance to reflect revenue received from a trade-in of the police department’s old service weapons. To structure the grant account to demonstrate the revenue, an amended budget ordinance is requested from the Greensboro City Council in accordance with current city fiscal procedures.
BACKGROUND:
On April 19, 2016, the Greensboro Police Department received $250,000 from the Department of Justice Equitable Sharing Program, pursuant to Title 21, United States Code, Section 881 (e). The department used the grant funds to replace its aging inventory of service side arms as approved by Council (ID 16-0282, #16-035). The transaction was contracted as a trade-in, whereby the vendor issued a credit to the department after the old service side arms were received. City Finance wishes to treat the funds as revenue, rather than a credit against the purchase as the original ordinance indicated.
BUDGET IMPACT:
The Greensboro Police Department used Federal Forfeiture funds for the equipment in account number 220-3573-01 and there is no adverse budgetary impact.
RECOMMENDATION / ACTION REQUESTED:
It is requested that the Greensboro City Council adopt the attached budget ordinance amendment to update the account for the revenue received from the vendor of $230,617; the total amount of the purchase was $408,057. The original funding was received from the Department of Justice Equitable Sharing Program proceeds for use by the Greensboro Police Department.
