PURPOSE:

In order to commence construction phase services using the Construction Manager at Risk (CMAR) project delivery method for the TZ Osborne Electrical Buildings and Electrical/Mechanical Project, City Council approval of a change order with Harper Corporation General Contractors, the Construction Manager, is requested. As part of the preconstruction phase services, Harper Corporation General Contractors, developed a Guaranteed Maximum Price (GMP) for the construction of the proposed improvements in the amount of $10,176,452.

 

BACKGROUND:

Contract 2017-0570 with Harper Corporation General Contractors in the amount of $335,354.08 was approved by City Council on July 18, 2017. The TZ Osborne WRF Electrical Buildings for BNR and Additional Electrical/Mechanical Upgrades Project provides for the construction of two electrical buildings and non-potable water improvements at the TZ Osborne Water Reclamation Facility using the CMAR project delivery method.  The Work includes, but is not limited to, site grading, foundation preparation, sedimentation and erosion control, construction of two masonry buildings on concrete slab footings, purchase and installation of Motor Control Centers (MCCs), installation of conduit and ductbank for power and control, HVAC equipment, additional electrical components and upgrades, and installation of Owner-furnished NPW pumps and appurtenances.

 

The Water Resources Department requested approval for CMAR Services for the Project.  The CMAR project delivery method was selected to provide an opportunity to engage the construction contractor during the design phase, who in turn, can provide value engineering and construction insight on complex portions of the proposed work. The current construction schedule calls for the Notice to Proceed to occur in April 2018 with a construction time duration of 330 days. 

 

This project will provide M/WBE participation on eleven of the construction packages that will enhance the potential for future MWBE participation on similar projects. These construction packages cover electrical upgrades, masonry/brick work, miscellaneous metals, slabs on grade, demolition, general conditions, general skilled labor, industrial coatings, architectural paintings, and clearing and erosion control. Additional MWBE participation will occur in the administration portion of the Construction Contract that is done by the CMAR. The CMAR Team includes Harper Corporation, C2 Contractors, LLC (MBE), All System Restored HVAC & Electrical, LLC (MBE) and Nesmith Construction, LLC (MBE). The contractor’s M/WBE participation for the Construction phase services met the established goals with 8.59% MBE and 58.41% WBE utilization.

 

BUDGET IMPACT:

Funding in the amount of $10,176,452 is budgeted in the Water Resources Capital Project Bond Fund account 516-7056-01.6019 A18083. This funding will be made available by issuing additional bond anticipation notes that were previously established in the 2018 Series Fund.

The Water Resources Department recommends approval of a Change Order to Contract Number 2017-0570 with Harper Corporation General Contractors, the Construction Manager for the TZ Osborne Electrical Buildings and Electrical/Mechanical Project, in the amount of $10,176,452.
