PURPOSE:

The Department of Engineering & Inspections, in partnership with the Department of Water Resources is requesting Council approval of an assessment roll for a Lawndale Drive sewer line extension of an 8-inch sewer line from an existing Pisgah Court outfall approximately 1,072 lineal feet to 3820 Lawndale Drive.  City Council, as provided by law, is required to hold a public hearing and approve the assessment roll before the pending charges can be levied against the abutting property.

BACKGROUND:

As provided for in City Charter Section 6.134 (b) & 6.138 (b) (d), City Council adopted a resolution on February 18, 2014, by public necessity, ordering the installation of a sewer line extension to serve the properties at 3902 and 3820 Lawndale Drive due to failed septic systems.  The contract is complete and the total project construction cost has been determined.  A portion of the improvement costs is assessed against the abutting property at $16.00 per foot frontage for the improvement.  A copy of the Assessment Roll was advertised on March 1, 2018 and the attached Noticed of Public Hearing for local improvements was mailed to the last known property owners on February 28, 2018.

BUDGET IMPACT:

The total project cost is $47,769.  The properties were assessed, as allowed by the above resolution, for a total of $11,035.  The remaining project cost of $36,734 was assumed by the City and paid for from the Water Resources Construction Fund.

RECOMMENDATION / ACTION REQUESTED:

The Water Resources and Engineering & Inspections Departments recommend that City Council adopt the resolution confirming the assessment roll for a Lawndale Drive sewer line extension of an 8-inch sewer line from an existing Pisgah Court outfall approximately 1,072 lineal feet to 3820 Lawndale Drive.
