PURPOSE:

City Council to consider construction of a water line extension on the basis of Public Necessity.  The proposed 12-inch water line extension is to provide water service to properties where none existed before.  City Council shall hold a Public Hearing to consider any property owners objections to the legality of authorizing the assessable water line improvement project in compliance with City Charter Section 6.140.  City Council approval is requested in order for the work to proceed.

BACKGROUND:

As a result of the East Vandalia Road widening project, the Department of Water Resources recommends extending water service to properties where none existed before within the limits of said street improvements.  A Notice of Public Hearing for Local Improvements was mailed to the last known property owners on February 28, 2018 and advertised on March 1, 2018.

BUDGET IMPACT:

The estimated construction cost of this project is $131,040.  The properties will be assessed at $12.00 per front foot for the water line as allowed by City Charter Section 6.131.  The projected recovery through assessments levied against the adjoining properties is approximately $17,245.  Funding for the project is budgeted in the Water Resources Capital Improvements fund in account 503-7027-01.6016 Activity A18035.

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends that City Council approve a 12-inch water line extension on East Vandalia Road from the intersection of South Elm-Eugene Street, approximately 1,390 lineal feet east to an existing water line on the basis of public necessity.
