PURPOSE:
Property Management requests the level of City Manager approval to be increased to $50,000 for the Mega Site.

The current threshold is $15,000. The increase to $50,000 would lessen the number of items included on the City Council agenda. Also, it would facilitate approval of offers and accelerate payment to property owners.

BACKGROUND:
Acquisition for projects are given to Property Management after the City Council has approved the Project. The water and sewer extension efforts for the mega site has been a well documented project. As it relates to property and construction installation, staff has hosted two well attended public meetings at a location in northern Randolph County. Maps have been shared and most people are aware of the intention to purchase easements for this project. Generally, acquisitions are required to be met in a timely manner. The process to include the purchase on a City Council agenda usually takes two to three months. The types of properties impacted are a mixture of Commercial, Industrial, and Residential.

Due to the Gold Leaf Foundation Grant parameters, the acquisition phase is desired to be completed by the end of June 2018. In order to be most efficient with this project, staff recommends increasing the authorization for property acquisitions for the Mega Site to $50,000. The number of acquisitions for the Mega Site project is expected to be in excess of 170 properties. There are approximately 150 properties expected to be acquired for less than $50,000.
