PURPOSE:

City Council approval is requested to convey Right of Way, a Permanent Drainage Easement and Temporary Construction Easement to the North Carolina Department of Transportation (NCDOT) for the Urban Loop (Eastern Loop) at 3801 YY North Elm Street, Parcel #0091234.   

 

BACKGROUND:

The Right of Way of 34,116.722 Sq. Ft. (0.783 ac.), Permanent Drainage Easement of 424.879 Sq. Ft. (0.010 acres) and Temporary Construction Easement of 8,310.485 Sq. Ft. (0.19 acres) will be used for the sole purpose of constructing a 6-lane, 46’ median divided freeway (a/k/a Greensboro Eastern Loop), from US 29 (Future I-785) to east of SR 2303 (Lawndale Drive) with an approximate length of 4.7 miles.   The property is currently zoned PUD, Planned Unit Development.

 

NCDOT submitted an appraisal completed by John Potter, dated October 20, 2017 valuing the

property at $61,550.  The price was later adjusted due to a slight increase in square footage for right of way.  City Council approval is required for this sale of property. 

 

BUDGET IMPACT:

Proceeds of $61,925 will be deposited into the Project U-2525C: Northern Urban Loop Sidewalks Budget, Account Number 471-4503-04.8616. 

 

RECOMMENDATION / ACTION REQUESTED:

The Property Management Section of the Engineering & Inspections Department recommends the approval of this conveyance.
