PURPOSE:
The Water Resources Department is requesting approval to enter into a two-year professional services contract with CDM Smith, Inc. to provide Sanitary Sewer Evaluation Survey (SSES) services to support the department's ongoing Sanitary Sewer Rehabilitation project.

BACKGROUND:
The professional services of CDM Smith, Inc. will be utilized to continue with the City's asset management program to prioritize, investigate and determine the appropriate methods for rehabilitating sanitary sewer systems. The project will support the planning for future work under the City's sewer rehabilitation construction contracts.

CDM Smith, Inc. will collect and analyze video and flow meter data for the development of rehabilitation recommendations to support City staff with the sanitary sewer rehabilitation decision-making process. The flow meter data collected will be utilized to determine inflow and infiltration (I/I) rates into the existing sanitary sewer, which is an indicator of the condition and helps prioritize rehabilitation. In addition, the rehabilitation recommendations will determine the specialized trenchless technologies that are cost effective and applicable considering a variety of non-cost factors. The contract will evaluate sewer sheds that have exhibited high I/I in the past, sanitary sewer overflows, and are evaluated based on work order history. Smoke testing will also be completed as part of the City's holistic approach to sewershed rehabilitation.
