PURPOSE:
The bids for Contract 2017-72 - South Buffalo Water Quality & Habitat Improvements - Phase 4 project have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Shamrock Environmental in the amount of $495,523.00.
BACKGROUND:
This work consists of all labor, equipment, and materials required for installation of stream restoration, enhancement, or stabilization work in and along 2,200 linear feet section of South Buffalo Creek. Includes the following: stream channel bank and flood plain grading, installation of bank stabilization practices, in-stream structure placement, removal and proper disposal of excess material from the project area at an appropriate approved disposal site, furnishing and planting live plant materials in-stream and throughout the floodplain, erosion control items, seeding and mulching, and tree removal.
The bids were opened on December 12, 2017. The MWBE participation goals were established at MBE=4% and WBE=3%.
Shamrock Environmental (Greensboro, NC) was evaluated and found to have met the goals with MBE=4.0% and WBE=7.6%.

The proposed date for start of construction is March 26, 2018. The proposed date of completion is July 4, 2018.
BUDGET IMPACT:
Funds in the amount of $495,523.00 for this construction contract are budgeted in the Water Resources Stormwater Capital Improvement Fund account 506-7017-02.6018 A18030.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2017-72 - South Buffalo Water Quality & Habitat Improvements - Phase 4 Project to Shamrock Environmental for the bid amount of $495,523.00.
