PURPOSE:
A budget ordinance needs to be approved to establish the budget for a Municipal Agreement with NCDOT for sidewalks to be constructed on Elm Street and Yanceyville Street during construction of the Northern Urban Loop.
BACKGROUND:
During the development of U-2525C construction plans, the Greensboro Department of Transportation requested sidewalks be included within the project limits on all roadways crossing the project per the BiPed Plan. In response NCDOT agreed to construct new sidewalks within the project limits on Elm Street (east side from south of Kenneth Road to north of UnitedHealth Care’s driveway) and Yanceyville Street (west side from Peach Orchard Drive to north of Loraine Road).
Per NCDOT’s Pedestrian Policy Guidelines, the City is obligated to pay 50% of the construction costs of new sidewalks constructed incidental to NCDOT roadway construction projects. For U-2525C, NCDOT estimates the City’s cost share at $63,755. NCDOT will bill the City based on the actual cost at the conclusion of project U-2525C construction. The enclosed agreement details the work to be complete and the terms of this payment.
BUDGET IMPACT:
The City will be required to provide local funding in the amount of $63,755. The local funds will come from the sale of City-owned property to NCDOT for this project and 2008 bond funds. Total funding for this project will be as follows:

Funding from the Sale of Real Estate will be appropriated in 2008 bond fund account 471-4503-04.8616. A budget adjustment is needed to move the required bond funds into this account.
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests City Council approve the attached budget ordinance for the Municipal Agreement with North Carolina Department of Transportation for Project U-2525C: Northern Urban Loop Sidewalks and approve the associated budget adjustment.
