PURPOSE:
To amend the funding source of a match of up to $250,000 for the Greensboro Housing Hub and appropriate Nussbaum Housing Partnership funds.
BACKGROUND:
The Greensboro Housing Hub is a collaboration between Community Housing Solutions, Greensboro Housing Coalition, Housing Consultants Group, Habitat for Humanity, Partnership Homes and Tiny Houses Greensboro for a one-stop shop to provide a central location for nonprofit housing services at the Triton Building, 1031 Summit Avenue. The total upfit costs are estimated to be $539,000 and the Community Foundation has successfully raised over $250,000 in private donations to match the public funds.
At the June 20, 2017 City Council meeting, funding of up to $250,000 in Community Development Block Grant [CDBG] funds were approved for the Housing Hub project. However, the project’s lease structure will not meet the federal program definition of a long term lease. A budget appropriation of Nussbaum Housing Partnership funds is necessary to fund the project. The CDBG funds originally allocated for this purpose will be re-programmed for eligible community development uses.
BUDGET IMPACT:
$250,000 to be appropriated from unallocated Nussbaum Fund balance as per the attached ordinance
RECOMMENDATION / ACTION REQUESTED:
Council is asked to consider adoption of an ordinance appropriating $250,000 in Nussbaum Housing Partnership funds for a matching grant of $250,000 for building upfit for the Greensboro Housing Hub, and authorizing the city manager to execute contract documents for the grant.
