PURPOSE:

The bids for Contract 2017-70 - Church Street 12” Waterline Improvements project have been received.  In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Breece Enterprises in the amount of $1,055,880.

 

BACKGROUND:

This work consists of all labor, equipment, and materials required for installation of 224 linear feet of 6” waterline, 252 linear feet of 8” waterline, and 2,216 linear feet of 12” waterline.

The bids were opened on December 7, 2018. The MBE and WBE participation goals were establish at 4% each. Breece Enterprises was evaluated and found to have made a good faith effort with MBE 1.0% and WBE 4.0%.

 

Other bids received were:

Yates Construction Co.  $1,292,841.92                     MBE=7.2%; WBE= 4.1%                      Stokesdale, NC

State Utility                                              $1,329,244.00                     MBE= 0.7%; WBE= 2.5%                     Monroe, NC

 

The proposed date for start of construction is February 19, 2018.  The proposed date of completion is September 7, 2018.

 

BUDGET IMPACT:

Funds in the amount of $1,055,880 for this construction contract are budgeted in the Water Resources Capital Improvement Fund account 503-7027-01.6016 A18038.  A budget adjustment is needed to use this account. 

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2017-70 - Church Street 12” Waterline Improvement Project to Breece Enterprises, Inc. for the bid amount of $1,055,880.
