PURPOSE:

The purpose of the amendment is to revise Chapter 6 (Buildings and Building Regulations) of the Code of Ordinance to provide an opportunity for existing residential structures to apply for green building rebates.  This revision also clarifies that certain building systems are eligible for rebates.

 

BACKGROUND:

Chapter 6 covers the regulation of building codes within the City’s jurisdiction as required by State Law and Chapter 6 also establishes permit rates and fee schedules including the provision of certain green building rebates in support of the City’s efforts to encourage energy efficient development. 

 

This proposed revision will allow for existing residences to apply for certain permit rebates associated with green development.  These rebates were previously limited to new construction. 

 

Additionally, language revisions are proposed to clarity that certain building system replacements are also eligible for permit fee rebates.  No fee increase is associated with these changes and no new minimum standards are implemented.

 

This proposal was made available on the City’s website for comment as well as being directly provided to stakeholders.  External and internal input has been considered and incorporated into the revisions.

 

BUDGET IMPACT:

It is anticipated that the budget impact of this rebate will be potentially reduced revenue of around $1,000-$2,000 per year.

 

RECOMMENDATION / ACTION REQUESTED:

Staff recommends that City Council receive citizen comments and consider adoption of the proposed amendment.
