PURPOSE:

The Property Management Section of the Engineering and Inspections Department is in the process of purchasing right of way and easements for the South Holden Road Sidewalk Project. City Council approval is requested for the purchase of this property.

 

BACKGROUND:

The Greensboro Department of Transportation has approved the South Holden Road Sidewalk Project. The main purpose of the project is to provide pedestrians with a safe route along Holden Road.

 

The subject property is located at 3702 West Gate City Boulevard, parcel #0053279. This property is owned by the heirs of Eugenia Dull, with 1/5 interest each:  S. Jane Dull McCready, The Rebecca Anne Baird Revocable Living Trust (Rebecca Anne Baird, Trustee) Lucy M. Donadio, S. Elizabeth Dull Reagan and H. Ray Dull, Jr. (Cheryl H. Dull, Power of Attorney). The portion of property to be purchased was appraised by Lynn B. Ritchy and was valued at $37,269. The owner has agreed to accept the appraised value.

 

The property is zoned C-M (Commercial - Medium). The required Proposed Margin Taking is an area of 780 Sq. Ft. (.018 acre). The required Permanent Retaining Wall Easement is an area of 175 Sq. Ft. (.004 acre) and Temporary Construction Easement is an area of 3,395 Sq. Ft. (.078 acre).

 

BUDGET IMPACT:

Funding in the amount of $37,269 for this purchase is budgeted in the 2008 bond fund account #471-4502-15.6012, Activity #A11171.

 

RECOMMENDATION / ACTION REQUESTED:

The Property Management Section of the Engineering and Inspections Department recommends the approval of this purchase.
