PURPOSE:
After due notice, bids were received for the repair of the passenger and baggage tunnel leaks at the J. Douglas Galyon Depot. KMD Construction, LLC submitted the lowest bid. A resolution needs to be approved to award this contract, in the amount of $285,000 with a bid alternate no. 1, in the amount of $39,890.

BACKGROUND:
The City of Greensboro received grant funds, in the amount of $400,000, from the North Carolina Department of Transportation (NCDOT) Rail Division in December 2014. This funding supports critical repairs needed at the J. Douglas Galyon Depot, including repairs and renovations to address several challenges that have resulted from significant growth in ridership and services provided by the various modes of transportation serviced at the Depot. The City will use the funds for Phase 1 improvements, which will include repairing leaks in the Amtrak passenger and baggage tunnels. The City is required to provide a 20% match, in the amount of $100,000, in order to receive this funding. The Greensboro City Council approved a budget ordinance establishing funding for this project at the February 17, 2016 meeting.

Council awarded the contract for the design phase of the project to Moser Mayer Phoenix Associates on August 16, 2016. Recently, bids were solicited and received for the construction phase, with KMD Construction, LLC submitting the lowest bid, in the amount of $285,000 with a bid alternate no. 1 in the amount of $39,890 for a total bid amount of $324,890.
