PURPOSE:
A federal grant from the Federal Transit Administration requires an agreement between the City and Guilford County. A resolution must be approved by City Council to authorize the interlocal agreement.
BACKGROUND:
Federal Transit Administration Section 5310 funds are available for capital and operating expenses that; 1) serve the special needs of transit-dependent populations beyond traditional public transportation services, where public transportation is insufficient, inappropriate, or unavailable; 2) fund projects that exceed the requirements of the American with Disabilities Act (ADA); 3) fund projects that shall improve access to fixed route service and decrease reliance of complementary Paratransit service; and 4) fund projects that are alternatives to public transportation. The recipient agencies agree to work collaboratively to enable increased opportunities for elderly, disabled, and low income individuals to access transportation for employment, education, and medical needs.
The Greensboro Urban Area Metropolitan Planning Organization (MPO) conducted a competitive selection process for funding projects with the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities program grant. Guilford County applied for and received funding under this process. The City will serve as the lead agency in administering the FTA grant funds for Guilford County and will administer the fiscal year 2015 award, in the amount of $48,690, and the fiscal year 2016 award, in the amount of $50,000, to Guilford County Transportation and Mobility Services (TAMS) for the agency to provide transportation services for elderly individuals with disabilities and low income individuals that are on waiting lists to access transportation to employment, education, and medical trips.
The attached interlocal agreement defines the responsibilities and requirements associated with the grant for the City and County.
Due to the transition to a new online grant management system and a backlog of expiring grants, FTA was unable to approve the fiscal year 2015 and fiscal year 2016 Section 5310 grants until January 24, 2017 and March 3, 2017, respectively.
BUDGET IMPACT:
As this contract comprises two fiscal years, the grant funds will be paid from two different GTA Grant Fund accounts:

RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests that the City Council approve the attached resolution authorizing an interlocal agreement with Guilford County.
