PURPOSE

The purpose of this Resolution is to acquire new Code Compliance Software.   

 

BACKGROUND:

The Code Compliance Division of the Neighborhood Development Department exists to ensure public health

and safety and to provide inspections and enforcement of City Ordinances, specifically Chapter 11 (Minimum

Housing Code), Chapter 17 (Nuisances - overgrown lots, debris and junked and abandoned motor vehicles),

and Chapter 30 (Land Development Ordinance - zoning). Currently Code Compliance staff carry out

inspections and handle over 7,000 cases per year across the city.

 

Acquiring new Code Enforcement Software will address: (1) a service level deficiency that was identified in the

2012 Benchmark Study that recommended the current Local Ordinance Enforcement (LOE) Database be

improved. The study found the current database to have limitations with applications, and reporting, also it will

not readily accommodate the need for new case types, nor will the current system allow inspectors to upload

electronic photos directly into the case for complete documentation.  Furthermore, the current LOE system was

an in-house design, which can no longer be upgraded to work with new browsers and other technology that are

a necessary interface, both from a hardware and a software perspective.  (2) New software will also improve

the efficiency of code compliance activities.  The ability to manage data, to easily change letter forms, to

provide more detailed and complete reporting and the ability for inspectors to complete an inspection with data

entry simultaneously, using a notepad, are all improvements over the current database and laptops staff are

utilizing and will reduce staff data entry time and will help ensure more timely case management.  Finally, data

storage will be in the "Cloud" and will reduce the need for expensive server space in IT.

 

Based on the data  regarding 3rd party code enforcement software, from peer city feedback, from staff and IT

recommendations, a request for bids was posted on the GePS system and the State Interactive procurement

System (IPS), with 289 potential GePS bidders and all Vendors registered with IPS.  Only MyGov responded.

 

The M/WBE Office searched the database and was unable to locate certified M/WBE firms or minority/women

owned businesses in the MSA that could provide the service. The approved M/WBE Waiver Request Form is attached.

 

BUDGET IMPACT:

The proposed contract total is $124,160, which includes all setup, migration of current data, staff training and

the annual subscription for the Code Compliance Software, of which the Code Compliance FY2017/18 budget

has allocated funds to cover this expense.  There will be an ongoing, annual subscription cost of $42,000, for

the code enforcement, software modules. 

 

RECOMMENDATION / ACTION REQUESTED:

Council is requested to approve this contract between the City of Greensboro and MyGov LLC.
