PURPOSE:
A budget ordinance must be approved to establish the budget for project EB-5876 Holden Road Sidewalk.
BACKGROUND:
EB-5876 will construct sidewalks and curb ramps along the western side of Holden Road from an existing sidewalk north of Isler Street to Gate City Boulevard. This project will fill a gap in the City’s sidewalk system and improve access to neighboring land uses, transit and other amenities. This project has been designed, right-of-way acquisition is in process and the environmental document is nearing completion.
NCDOT has agreed to fund the project with 80% Federal with a 20% local match from the City after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process.
The attached Municipal Agreement with the North Carolina Department of Transportation will establish the terms on which the City will conduct the work, including design details, administration and inspections, billing procedures and funding responsibilities. Eighty percent (80%) of construction and administration costs will be reimbursed with TAP funds passed through the NCDOT, not to exceed $314,400. Under the agreement, work must be completed within 3 years from the date of authorization of Federal funds.

$78,600 2008 Bond Funds (20%)
$393,000
Bond funds will be budgeted in 471-4502-15.6401. A budget adjustment is required to move funds to the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests approval of the attached ordinance establishing the budget for Holden Road Sidewalk Improvements Project EB-5876 and approval of the associated budget adjustment.
