PURPOSE:
The bids for Contract 2010-130A - Stewart Mill Force Main & Rock Creek Force Main have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to D.H. Griffin Construction Company, LLC for $11,427,643.04.
BACKGROUND:
This work consists of installation of approximately 23,000 linear feet of 30-inch and 13,000 linear feet of 18-inch force mains. The bids were opened on October 5, 2017 and the apparent lowest, responsible bidder is D.H. Griffin Construction Company, LLC (Greensboro, NC) with a bid of $11,427,643.04.
The M/WBE utilization goal was MBE 3% and WBE 3%.
The contractor’s commitment is MBE 3.4% and WBE 3.3%.

The proposed date for start of construction is January 15, 2018. The proposed date of completion is April 10, 2019.
BUDGET IMPACT:
Funds for this $11,427,643.04 construction contract are budgeted in the following Water Resources Extension Fund accounts: 507-7012-01.6017 A13089 in the amount of $3,843,726.87 and 507-7012-02.6017 A13091 in the amount of $1,487,378.36, and also in the Water Resources Capital Improvements Fund account 503-7027-02.6017 A18040 in the amount of $6,096,537.81. A budget adjustment is needed to use these accounts.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2010-130A - Stewart Mill Force Main & Rock Creek Force Main to D.H. Griffin Construction Company, LLC for the bid amount of $11,427,643.04.
