PURPOSE:
The Greensboro Police Department wishes to purchase 215 in-car camera systems from Axon Enterprise, Inc (formerly Taser International, Inc). The in-car cameras will be purchased through Bureau of Justice Assistance Grant funds. The purchase contract is for a five year period (11/1/17-11/30/22) with a total 5-year value of 1,485,264.42. The year 1 cost is $ 590,686.25 and it will be paid for with grant funding. The contract is presented to Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:
The Greensboro Police Department was awarded a Bureau of Justice Assistance Grant of $600,000 and the appropriation was approved by City Council on November 15, 2016 (Ord # 16-0861). The grant was originally slated for body worn cameras; however, the grantor is allowing the Greensboro Police Department to reallocate the funds to in-car cameras since GPD was able to purchase a full complement of the next generation of cameras prior to the grant award. Prior to the purchase of the next generation of cameras, police officers had to share the cameras between shifts and did not have the ability to wear the cameras during extra duty assignments.

The in-car cameras ("Axon Fleet System") work wirelessly and in tandem with the body worn cameras, allowing for additional views of events. The in-car cameras also capture footage inside of the vehicles. The year 1 costs include all equipment and cloud related costs and will be paid through the grant. Years 2-5 costs are cloud related charges and will be paid from the police budget with current budget funds.
