PURPOSE:
A budget ordinance needs to be approved to authorize funding for the amended agreement with NCDOT for the Phase 2 of the Downtown Greenway (Project EL-5101DJ).

BACKGROUND:
Project EL-5101DJ will construct the Downtown Greenway Phase 2 on Murrow Boulevard and Fisher Avenue from Gate City Boulevard to Greene Street. The project will modify curb lines, reconstruct the intersection of Murrow and Gate City Boulevard, modify the Summit Avenue interchange, and upgrade pedestrian and greenway crossings at roadways within the project limits. This project will improve safety, mobility, and accessibility, and will greatly enhance connections to adjacent neighborhoods and around the eastern and northern perimeter of the Central Business District. Additionally, the project supports economic development, downtown redevelopment, and revitalization efforts.

The MPO Transportation Advisory Committee directed federal STP-DA funds to the project in September 2014. NCDOT agreed to commit federal TAP funds to the project based on the results of the Prioritization 3.0 funding competition in December 2014. However, these funding amounts fall short of project cost estimates. Because the project had scored extremely well under Prioritization 3.0, the MPO staff was able to negotiate an increased funding commitment from NCDOT. The attached supplemental agreement with the North Carolina Department of Transportation adds $3,331,815 in Federal funds and $832,954 in local matching funds to the existing agreement.
