PURPOSE:
A resolution needs to be approved to authorize the City Manager to enter into an agreement with Kimley-Horn to provide professional services associated with creating a Streetscape Masterplan for Downtown Greensboro.
BACKGROUND:
In 2016, $25 million in bond funds were approved for Downtown Streetscape Improvements. Through this agreement, Kimley-Horn will create a streetscape master plan for downtown Greensboro to determine opportunities and constraints associated with improving several downtown streets. The master plan will serve as the design guide for downtown streets, sidewalks, landscapes, hardscapes, and other public spaces. Streetscape design concepts will be developed along the following corridors: Elm Street, Davie Street, Church Street, Bellemeade Street, Lindsay Street, McGee Street, Washington Street, February 1 Street, Battleground Avenue, Lewis Street, Greene Street, Market Street, and Eugene Street.
The study will include extensive public dialog with all downtown stakeholders and property owners along these corridors. Design concepts and preliminary cost estimates will be developed along each corridor in order to prioritize the development of final streetscape plans and set construction schedules. The development of the downtown streetscape master plan will take 9 months and will develop a range of improvements which can be implemented near term to longer term construction.
GDOT’s eight on-call contractors for Transportation Engineering and Planning Services were considered for this project. Prime consideration was given to past experience with streetscape design and processes which include significant public outreach and involvement. As a result, Kimley-Horn and Associates was selected.
BUDGET IMPACT:
Funding in the amount of $725,760 will be budgeted in 2016 Bond Fund Account 484-2201-04.5410. A budget adjustment is required to move funds into the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests City Council approval of the attached resolution authorizing a professional services agreement with Kimley-Horn and Associates to develop a Streetscape Masterplan for Downtown Greensboro and approval of the associated budget adjustment.
