PURPOSE:
The Property Management Section of the Engineering and Inspections Department is in the process of purchasing right of way and easements for the Pisgah Church Road Sidewalk Project. City Council approval is requested for the purchase of this property.
BACKGROUND:
The Greensboro Department of Transportation has approved the Pisgah Church Road Sidewalk Project. The main purpose of the project is to provide pedestrians with a safe route along Pisgah Church Road, connecting existing sidewalks from North Church Street to Battleground Avenue.
The subject property is located at 2007 Pisgah Church Road, parcel #0055951. This property is owned by Bellsouth Telecommunications, LLC. The portion of property to be purchased was appraised by Dick Foster of Foster Appraisal Services, Inc. and was valued at $44,664. After negotiations, the owner has agreed to accept $48,000.
The property is zoned C-M (Commercial - Medium). The required Proposed Margin Taking acquisition is an area of 2,296 Sq. Ft. (.053 acre). The required Temporary Construction Easement acquisition is an area of 1,386 Sq. Ft. (.032 acre).
BUDGET IMPACT:
Funding in the amount of $48,000 for this purchase is budgeted in the Street and Sidewalk Capital Project Fund, Sidewalk Improvement EL-5101 DL Account #401-4546-01.6012 Activity #A15138.
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering and Inspections Department recommends the approval of this purchase.
