PURPOSE:

The Water Resources Department requests a change to the Rules and Regulations for the Operation of the Water and Wastewater System (Rules) to clarify existing practices of the department related to new connections, billing adjustments and backflow prevention. City Council approval is required for all changes to these Rules.

 

BACKGROUND:

Section 6.81(b) of the Charter of the City of Greensboro and Section 29-6 of the Greensboro Code of Ordinance authorizes the adoption of Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro (Rules).

 

Proposed revisions include clarifying language and changes regarding the following:

                     Responsibilities of utility contractors during installations of water and sewer laterals (Section C, pages 2-3);

                     The City’s existing practice of requiring connection to both water and sewer, at the time the customer requests water or sewer service, if both are available (Section C, page 3);

                     City maintenance begins for the public portion of new laterals when the meter is set (Section C, page 5);

                     Irrigation billing adjustments and procedures for documented broken pipes (Section G, page 13); and

                     Clearer language to communicate responsibility of customers to protect public health from the risk of cross-connections, backflows or back-siphonage due to plumbing installations prior to existing State and local regulations or modifications that have occurred since construction.  Since existing rules allow this enforcement, no customer cost impacts will be created by the clarification (Section L, pages 2 and 3).

 

BUDGET IMPACT:

No budget impact is expected.

Water Resources recommends and requests that City Council approve these changes to the Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro effective September 19, 2017.
