PURPOSE:
A resolution needs to be approved to authorize a Municipal Agreement with NCDOT for project U-5812.

BACKGROUND:
Project U-5812 will upgrade intersections on Lawndale Drive at Pisgah Church Road and Martinsville Road and on Pisgah Church Road at Martinsville Road. The project will expand turn lanes, modify traffic signals and markings, resurface the roadway and add sidewalks through the project limits. The project will reduce traffic congestion and improve mobility and safety for roadway traffic and for pedestrians.

NCDOT agreed to implement the project (with a 20% contribution from the City) or fund implementation of the project (with an 80% reimbursement to the City) after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 3.0 project selection process. Since these are City owned roadways, the City will be responsible for 20% of project costs.

At this time, the Department has committed to design the project, complete environmental documentation, and secure needed permits, with the City providing 20% matching funds. The cost estimate for this phase of work is $100,000, so the agreement provides for the City to submit a $20,000 payment upon execution of this agreement. The Department is currently evaluating whether it will handle the right-of-way and construction itself or whether it will reimburse the City to do so. The Department will provide supplemental agreements for right-of-way and construction phases once that is resolved and once design-based cost estimates are available.
