PURPOSE:
A resolution needs to be approved to authorize execution of a municipal agreement with NC Department of Transportation for the Farmington Drive Sidewalk Project (EB-5877).

BACKGROUND:
Project EB-5877 will construct sidewalks on both sides of Farmington Drive from Gate City Boulevard to Wintergarden Lane/Glen Hollow Road and on the northern side of Farmington Drive from Wintergarden Lane/Glen Hollow to Holden Road. The project will improve pedestrian safety, accessibility, and mobility, and connect residents to transit, retail businesses and to Smith High School. NCDOT agreed to reimburse the City for 80% of eligible design, right-of-way, and construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process.

The Municipal Agreement provides for the City to enter into a design contract following execution of this agreement, acquire right-of-way in FY 2019, and begin construction in FY 2020. The Municipal Agreement defines the cost, and the design, right-of-way and construction responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements. NCDOT will reimburse 80% of project costs up to $324,000. The City will provide a local match of 20% of project costs estimated at $81,000.

BUDGET IMPACT:
Funding for this project will be as follows:

$324,000 Federal Grant (80%)
$81,000 Local Bond Funds (20%)
405,000

Local matching funds will come from 2008 bond fund account 471-4502-15.6401. A budget adjustment is required to move funds into the appropriate account.
