PURPOSE:
A budget ordinance needs to be approved to establish the budget for municipal agreement with NC Department of Transportation for the Wendover Avenue Sidewalk Project (EB-5883).

BACKGROUND:
Project EB-5883 will construct sidewalks on both sides of West Wendover Avenue from Grecade Street to Church Street and East Wendover from both sides of Summit Avenue to US 29. The project will improve pedestrian safety, accessibility, and mobility, and provide connections to transit, retail businesses, parks and greenways, residential areas, medical facilities and services.

NCDOT agreed to reimburse the City for 80% of eligible design, right-of-way, and construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process. At this time, the Department has provided an agreement to provide for reimbursement of 80% of design costs. The Department will provide a supplemental agreement to add funding for the right of way and construction phases after the FY 2018 - 2027 State Transportation Improvement Program goes into effect in December 2017.

The Municipal Agreement defines the cost for design, and responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements for project costs. The City will be reimbursed 80% of project design costs up to $113,400 while providing a local match of 20% of up to $28,350.
