PURPOSE:

The City of Greensboro has been awarded funding in the amount of $1,793,404 from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2016 FTA Congestion Mitigation Air Quality Grant.  This amount will be reduced by $954,560 due to a requirement that the City reimburse FTA for its share of a disposed property. The adjusted federal share will be $838,844. A budget ordinance must be approved to accept these funds and allow the expenditures.

 

BACKGROUND:

The CMAQ program funds transportation related environmental projects for areas in nonattainment or maintenance for ozone, carbon monoxide, and/or particulate matter. The City of Greensboro received $1,793,404 in CMAQ funds, to be used to support the purchase of four (4) clean diesel buses that will be used in GTA’s fixed route service. These funds will be used to replace four (4) buses that have exceeded FTA’s useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a heavy duty fixed route bus.

 

The Public Transportation Division moved to its new facility on Meadowview Road in 2012, leaving the old Duke Power facility on East Friendly Street vacant. The City plans to purchase the property from FTA at the appraised value and retain it for use by the Parks and Recreation Department, which has utilized the building upon GTA’s departure. The City will be required to reimburse FTA $954,560 for their 80% federal share in the facility.  This reimbursement will be applied to this grant, thus reducing the federal share by $954,560, from $1,793,404 to $838,844.

 

The City’s Parks and Recreation Department will pay the Public Transportation Division an adjusted appraised value of $1,494,012 for the facility.  Of this amount, $1,271,043 will be applied to the purchase of buses associated with this grant.  The remainder will be appropriated at a later date to be used as a local match to a future grant. 

 

At their June 21, 2017 meeting, the Greensboro Urban Area MPO Transportation Advisory Committee approved the project. 

 

BUDGET IMPACT:

The City will receive federal funds in the amount of $838,844. The City will be required to provide local matching funds in the amount of $1,271,043. These funds will come from the sale of the old GTA facility and will be budgeted in accounts 567-4515-01.8616 and 567-4515-02.8616.

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance establishing $2,109,887 for the FY2016 FTA Congestion Mitigation Air Quality Grant.
