PURPOSE:

The Field Operations Department is responsible for meeting state and federal requirements to provide air permit monitoring and compliance at the White Street landfill (No. 08830T05) for the City of Greensboro. The Department plans to amend the current five year contract which expires on September 30, 2018. The amendment will increase the estimated contract value. The original contract value is greater than $100,000, which requires City Council approval.

 

BACKGROUND:

 

The current contractor was selected through a qualifications based evaluation and selection system in 2013 for a five year term. The current end date of September 30, 2018.  This contract is not being proposed to be extended and will be submitted for the RFP process starting in January 2018.

 

The contract was originally established in 2013 for an estimated annual value of $500,000 based on annual permit reporting requirements established as part of the City’s Title V permit (federal and state monitoring and reporting requirements). Additionally, the contract was used to assist the City in complying with federal requirements associated with natural gas pipeline (maintenance and inspection) which supplies landfill gas to Cone Mills for power generation. During the third year of the contract and during routine maintenance testing of the pipeline, there were concerns about the pipelines integrity and the City moved to perform necessary pressure testing. The pressure test identified areas of the pipeline that required immediate repairs. These repairs and associated services were not anticipated at the time the contract was awarded and have resulted in an expenditure of $136,000.

 

The contract amendment will increase the current contract value by $136,000 to cover the funding gap that has occurred over the first four year term related to federal and state required monitoring, maintenance, inspection, surveying, and plan development natural gas pipeline which supplies landfill gas to Cone Mills for power generation. The additional funds will cover the contract through its final year (fifth year) by increasing the current estimated annual funding from $500,000 to $636,000.

 

 

BUDGET IMPACT:

Funding for this contract is available in the Solid Waste Management fund in account number 551-4306-04.5413.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Field Operations Department that City Council approve the resolution authorizing the increase of funding for Contract #2013-10013 for Sterns Conrad and Schmidt Consulting Engineers (SCS) for Air Quality Professional Services in the amount of $136,000.
